| Project Proposal for Empowerment outreach
The following project proposal has been developed in cooperation
with the Mongolian agencies for submission to interested funding
sources or other bilateral cooperation arrangements. The project
is proposed to fall in three stages. The estimated time required
for the project implementation is one year.
Background
In the world there is a growing movement to turn the parameters
of globalization into useful development strategies. Hence, the
importance of information and knowledge for a country not only
in terms of raising educational performance and retaining literacy
but for the whole spectrum of social and economic development,
is being emphasized from many sides. The conceptual framework
for making information and knowledge a motor for development may
well be universal or global but individual country's needs and
culture must be respected.
In the Mongolian context, doing so would mean to open the country
to the outer world while empowering its citizens more by higher
standards of training and internationally recognized certification
for a better education.
We see educating Mongolian citizens in an internationally recognized
programme in English and ICT, and preparing them for overseas
studies as one of the keys to achieving empowerment for young
Mongolians.
Project description
Goal:
This project aims to launch an empowerment outreach to young people
from the countryside and low income families of Mongolia to enable
them to acquire the educational tools for development.
Expected outcomes:

At least 40 graduate students selected will acquire proficiency
in English and Information Technology (IT) application; |

|
|
Students will be enrolled for TOEFL and IELTS test and be
given an internationally recognized certification; |
 |
|
|
Degree courses required will be selected for those passed
the tests, and suitable Universities abroad for MBA and MSc
applied for them; |
 |
|
|
Launch the pathway of an empowerment outreach to young people'; |

| Beneficiaries:
Those from the countryside and low income families of Mongolia
displaying excellent performance in their major programmes but
can't afford the costs for an internationally recognized certification
will benefit primarily from this project.
Public awareness for the importance of high standard training
will contribute to a better understanding of the necessity of
institutions to certify quality and enforce standards and performance
in education for the Mongolian society as a whole.
A successful implementation of this project will benefit the
Mongolian society in addressing knowledge gaps and information
problems.
